...de-solder....they are...20 or 30 caps.... :) but they are all in parallel. If there had been a short circuit would be seen with the multimeter.At best, they do not do their job .... but I do not think that could be the cause of a system that does not boot.

Could be a problem?Discoloration is natural and common for something that old, but I cannot think of a simple way to check those caps in-circuit ... you would have to de-solder and remove them, and if I had to go through that much trouble, I would simply replace them with new ones ... they are "a dime a dozen", at least in California.
