Is it possible to use an Apple // to make nibble copies of other 5.25 formats such as C64 disks? I'm asking simply because the options for connecting a C64 to a PC are crap compared to the simplicity and low-cost option offered by the Apple -- so if I could convert a C64 disk image to a NIB image and then use ADT Pro to create the actual disk it would simplify my life considerably.

Nope, the Disk II isn't capable of reading arbitrary flux transitions. That's in the realm of the FC5025, Kryoflux, and other such devices.
