The IIe Card uses the same Mega II chip as does the Apple IIgs.

I suppose that you can't run IIGS programs, or am I wrong? Or else why didn't call it "IIgs card" ?

Quite right. The Mega II (called the "Gemini" by the time it went into the IIe card, so sayeth Wikipedia) implements the functions of a IIe, not the IIgs. The GS wrapped GS-ness around the chip so that older programs would still find themselves in a familiar environment, but newer ones could take advantage of the 16-bit-ness. So back on topic, the IIe card only supports IIe-ness.
