The Video Overlay Card has a couple of FPGAs.  The chips in the middle of
the "Tron Card" are in approximately the same locations on the Video Overlay
Card, too (the one with the 1986 copyright label is a IIGS VGC):

My guess: it's a prototype for what eventually became the Video Overlay
Card.
