Another followup.

So far only "ATTRACT" (which I will probably jettison) and "HOWTO" 
actually use the top of memory.  It is very likely that "ROCKY" (Rocky's 
Challenge) also does so, but as long as I have somewhere to bank the BF 
page, I'll be fine.

This is turning out relatively easy.  Once I've replaced the loaders, it 
all comes down to finding out how to replace the code that drops some data 
somewhere and reboots the computer with code that restores (if necessary) 
the ProDOS global page, drops the data, and then loads another file.  That 
will be the most challenging part.
