Yes, the underscore character can be displayed

255 characters total. usually only 32 to 127 can be entered via keyboard AND can be seen

This logic doesn't quite apply to A2/A2+. Of the 8 bits one is used asinverse video and one as blinking attributes. Leaving 6 bits torepresent the 64 characters that can be displayed. The character ROM has64 entries on the early Apples. Even lowercase letters are not there.
