Aim for a stable speed, stop trying to push the cards. Most TWGS cards won't be stable above about 12Mhz. The problem is usually the Apple IIgs itself. A system with many cards and the stock power supply tends to have noisy and insufficient power. Cooling is also a problem at the higher speeds. Generally ROM 3 machines can run faster then ROM 01 machines too. You can swap in an earlier revision GAL with no ill effects. My own card with mostly "A" (including 3A) and "B" GALs will run at 12.5Mhz with no problems in a ROM 01. 14Mhz can be flaky (usually a crash after 15 mins. with the computer's cover on), 16Mhz has major problems with the slow down logic not kicking in correctly for bus I/O (3.5in IWM accesses almost always fail).
