If the Card is working, there are only 4 things to check on the ZIP:
1. THE CACHE (as fast as possible, try several brands UMC worked best for me in the Transwarp and ZIPs)
2. the 74F02 and 74F00 (use ACQ or AHCT parts)
3. the CPU-Cable (make it as short as possible)
4. You can't optimize the ASIC of the ZIP (you could cool it possibly?). If thats the limiting factor, you cant get any faster.
