that wont work for the IIe, what you have is a RGB converter, and the apples output a composite signal out of the box. If you get a composite to vga/hd converter they are a bit hit and miss, some are too good, some are meh.
I have never used one, I used a tv input card with tv-time software under linux (great program that knocks the socks off anything I have seen in windows, in terms of quality with a standard tv tuner card) and recently I found a decent, but tiny LCD that handles composite very well.
