Though if software is GS-aware and needs to cripple itself to 1 MHz there is a softswitch.
I used to have a modified version of NEWBASIC LOADER (from Beagle Basic) that loaded a neutral modified ][+ ROM then clocked a GS down to 1 MHz and set the colors to white on black.
