My main concern is, and I am sorry if it sounds rude, but 
will this be another device that only works in the IIe? 

It has taken a lot of time and effort to get VGA working on the 
IIgs, and it still isn't all that yet, but Charlie has done a 
suberb job getting it to where it is now.  Thanks Charlie. :-)
