I work for a University and I deal with purchasing department only as
needed.  However, they have always been willing to do what it takes to
get things done if I talk to the purchasing agent and explain the
circumstances and give them a quote.  This includes cutting several
'local' checks under the limit to make it look like several small
purchases instead of one large one.  (Drastic reduction of
complication.)

Maybe start with just one card and try it out.  Once Purchasing sees it
arrive without incident, order more.  Mr. Lange is an honest vendor,
order with confidence, contact him for a quote.
