By default, OS X supports AFP over TCP/IP but somewhere in 10.1.x
AppleTalk support was added back in. I've had OS X happily working as a
server for Macs running System 6 onwards but physically can't get to my
IIgs to test it out. A good starting point for configuring OS X is at
http://www.euronet.nl/users/mvdk/osx.html.

As others have said, AppleTalk is only supported on the ethernet
interface for OS X so a LocalTalk router of some kind will be needed
for the IIgs or IIe.
