Due to hardware incompatibilities, you cannot read Apple II diskettes on
a PC, unless you manage to get one of those special floppy disk
controller cards which enabled the PC to read GCR formatted disks (do
a web search for "Catweasel" if you want to find out more).
So unless you're willing to get an extra, and special, disk controller
card for your PC, your only option is to get access to an Apple II, II+,
IIe or IIc and connect it to your PC via a serial cable. Or to send
your disks to someone else who will do this for you.
