The AE card operates at the same effective speed as the Microsoft one.
You could plug an 8Mhz. Z80 in if you like, but the clock rate is
synchronously locked to the motherboard signals on the "traditional"
softcards.  Only devices which used ports for inter-CPU communication
were able to go faster (e.g. PCPI Applicard, which could be easily
modified to run a Z80H at 8Mhz.)

Yes.  I actually wrote most of the extended device support and setup
utilities for the AE card back in 1985-86.  Fun project, and it taught
me a LOT about Z80 and 6502 assembly coding.
