I've got an old IIc like that too. The connector may have broken away from
the board, in which case it would need to be resoldered, or the contacts in
the socket may be bent out of shape.

Yes, you can feed it into the video-in on a video recorder or TV. You only
need an RF modulator if you want to feed it in to the aerial connection.

No. While you can bypass the ROM routines the serial chip is still limited
to certain fixed speeds, the maximum is 19200 bits/s (or is it only 9600 on
a IIc?). It certainly can't do 31250 bits/s without a hardware modification
since the bit rate is derived by dividing a crystal-generated clock signal.
Also, for MIDI you should have an opto-isolator on the inputs which would
have to be in an external box.
