Unfortunately, neither of your assumptions is correct.

However a very small fraction of Apple II software has been reclassified,
and I'm sure that someone here can provide a more comprehensive list
than I.  The one that springs to mind for me is the Treasure Chest project
by Willie Yeo.  (Try Google.)
