The "sequence of dots" indicates the progress of a network boot, which
involves loading the rest of the AppleTalk stack and the next stage of
the boot code, supplied by the boot server.
This means that the server boot function is working and there is a valid
connection between the machines, but it sounds like the file sharing
side of the server is not operating correctly.

I agree with this - starting from a known working system with network
access is a better position to diagnose problems with communicating with
the file server.
Some additional information which might be useful:
- Which IIgs ROM version are you using?
- Which operating system are you trying to boot (ProDOS-8, ProDOS-16 or
GS/OS) and which version of that operating system?
- Have you installed the appropriate Apple II support code on the
server?
- In the case of booting into ProDOS-16 or GS/OS, have you installed the
Apple II operating system onto the server? (You have to do this from a
local boot with server access.)
