The ROM's are copyrighted by Apple Computer, Inc. To use legally in an
emulator the person running the emulator should probably own a real
version of the computer the ROM's are from. That said, I _seriously_
doubt that Apple computer will take you to court if you don't. My
understanding is that you _can_ modify a copy of your ROM for your own
use but you cannot legally distribute a modified copy without Apple's
permission. You may, theoretically speaking, write a program that
let's people patch their own personal copies of the ROM (for their own
personal use) and you could distribute the patcher program (but not a
copy of the patched ROM). This is how the patch program that fixes the
bug in the HFS file-system-translator was distributed about 5 years
ago.
