Here's an update.  

I have determined that the drive electronics are faulty at this point. 
It powers up and starts spinning the drive, then powers down... then
spins up... then powers down...  It does this as long as power is
applied, whether hooked to a controller or not.

I have located and ordered an identical drive for replacement in case
the controller card is 'hard wired' for this device.  I plan on
borrowing the electronics from the 'new' drive and using them on the old
drive to see if I can read any of the data back off.

I am still looking for original docs or utils for this Zip Technologies
card and drive.
