That's weird--normally the 80-column card goes in slot 3, thus PR#3.
This clone may have a "dedicated" 80-column card with firmware
integrated on the motherboard.  Normally 80-column cards have
"slot firmware" on the card, and are addressed by the slot that they
are in.

You may need to adjust the vertical hold on your monitor to stabilize
the 80-column display.  You should be able to find a setting that is
stable for both 40-column and 80-column modes.
