An clicking sound may or may not be caused by a "problem with the power
supply".

When an Apple ][ power supply clicks it is doing what it is designed to do,
that is, shutting down and restarting every half second to prevent damage
when there is a short circuit or an open circuit (no load).  If the power
supply is simply disconnected from the motherboard you will get the same
condition.  Also if one of the power supply output voltages is incorrect you
will get the clicking condition.
Whether it is a short circuit, no load or wrong voltage, the cause could be
in the power supply itself or external to it.
