For serious advice, try the comp.sys.mac.* newsgroups.

I would suggest an Apple IIc+.  You simply can't beat it with its 4MHz
processor and standard 128kB RAM.  And the mini-DIN serial ports ensure
that adding an external modem is easy.  As per the monitor: why live
with a puny 22" display, when the IIc+ will hook up to a projection
system.  How would you like a 22' display?

On a serious note: don't rush out and buy a powerful machine and expect
the people who visit your site to have the same.  There are people who
still use the powerful IIc+ (mentioned above) for internet access, and
they deserve access too!  While many of us do it just for fun, I use
text mode browsers such as lynx, links, and WannaBe on my main system.
Why?  The flashy multimedia rarely add to the content, and makes
everything crawl.  That is on an ADSL line with a 350MHz G3.  So, should
you pickup that G4, remember the speed is for PhotoShop and it is *not*
for the web browser.

And yes, I have developed websites on much less than a G4 (less being a
1MHz, Apple //e using FrEd Writer and Kermit).
