The IIgs monitor shows a blue border unless you change it in the
settings. So you should get some kind of color on the monitor.
Is the PRAM battery still good and is it still holding the settings?
Did you try to adjust the color using the brightness and darkness
controls on the side of the monitor?  Does the monitor have a
composite jack on the back or a 15-pin connector? They did
make a monochrome version of the IIgs monitor which had
a composite video jack on the back instead of the 15-pin
connector.
