Most folks don't have a suitable ESR (Equivalent Series Resistance) meter
to properly check power supply electrolytics.  Bridging has been used since
Ancient Rome ;-) to isolate defective (non-shorted, since shorting is pretty
obvious and not usual) electrolytics.  Anyone who is working on a power
supply I assume to be savvy about not shorting things out.  Pieces of
cardboard can be useful for masking precarious metal, or just remove
the supply completely from its case.  Be careful!  ;-)
