You might call the colour manual with the 1986 copyright a ROM 0 manual
though a lot of ROM 1s were shipped with it. I'm not sure of the date but they
started including the Apple memory card largely because 256k wasn't enough to
run any IIgs specific applications. I always thought that was a very major part
of
the reason for the ROM 3, cheaper to build a 1mb IIgs than to build a 256k one
and then build and install a memory card. Of course the engineers  made a
couple
of minor improvements and fixes
