These appear to be DiskCopy 4.2 image files. You can use DiskCopy 6.x on
the Macintosh to create floppies. I believe that there is a program for
the IIgs which will do the same.

The file format is quite simple: 82 bytes of header data, followed by the
raw image data, followd by the raw 'tag' data. I believe that it is
possible to ignore the tag data. Creating a program which will decode
these images (ignoring the checksum and tag data) should be a cinch for
someone familiar with Apple II programming.

The FTP URL has to refer to a server and absolute path name, or most
browsers will choke. Also, I tried logging in via anonymous FTP, and
the server (ftp.darsys.com or www.darsys.com) does not provide public
access. Perhaps your broswser is configured with a login ID and
password, or perhaps it is looking to the web server after failing
with FTP. I view the latter as being more likely because it is looking
at a relative path name.
