Perhaps that statement was worded poorly. The situation referred to is often 
called "M$ tax." Will M$ let you install a second OS along with theirs?

Be found out the hardway about all this when they tried to license their OS 
to other hardware venders. (Dell and IBM probably smell blood with M$ recent 
problems with the DOJ).
