Not in the ROM it doesn't.

I've used the UK version of the unenhanced IIe extensively, and it has
exactly the same firmware as the US version.  There is no built-in
mini-assembler.

The usual way to get a mini-assembler on the unenhanced IIe (or II+) is
to run Integer BASIC (e.g. loaded from a DOS 3.3 System Master), or load
a disk-based copy of the mini-assembler directly into RAM.  The monitor
firmware does not have an "!" command.

The IIgs, IIc and enhanced IIe have a mini-assembler in ROM, which is
accessed from the monitor using the "!" command.  (See my earlier post
in this thread for more details.)

In the enhanced IIe, it lives somewhere in the INTCXROM space
($C100-$C2FF or $C400-$C7FF).  The corresponding area of the unenhanced
IIe firmware is used by part of the self-test code.

In the IIc, the mini-assembler was added in the "UniDisk" ROM revision
(the original IIc firmware doesn't have a mini-assembler).  It lives in
the alternate 16K ROM bank.

Every Apple II has a disassembler as part of the monitor, but that is a
separate issue.
