Sounds like the disk is corrupted if the ProDOS file is there and
it won't boot.  On the GS/OS install disk, there should be the
ProDOS, and Installer programs and the folders Icons, Scripts,
and System.    I have my SCSI card on slot 7 and it would
complained about not finding ProDOS the first time. I then put
the floppy in the drive and as it scanned down the slots it found
the disk and booted from the floppy. It then will ran the installer.
The installer will ask you for the Install disk, System Tools 1 and
System Tools 2 and it will then install the system on the HD.

Try copying a new copy of ProDOS onto the bad install disk
and see if that clears up the problem.
