The fuse used in the power supply is much the same as an automotive
fuse and just burns out, however this doesn't happen too often. It sounds
more like something is drawing way too much power. The II+ uses a
switching power supply. When there's a short or massive load it switches
itself off for part of a sec. Try pulling all the cards. If that doesn't
do it and
you have access to a IIe, try swapping power supplies. Incedentally, a
complete lack of load will also cause the power supply to swich on and
off too.
