Your best bet would be to start swapping out chips with a working II+. 
Most of the chips will have a number on them like 74xxx, just find a
chip with the same numbers in a II+ and swap them.  When the II+ dies
you have found a bad chip.  Replace each bacd chip in the II computer
until it runs.  Be aware of Static and the proper orientation of the
chips.

Your second best bet it to find another AppleII person in your area with
a woking II computer that would be willing to help you trouble shoot the
blown unit by allowing you to use his computer as a test bed for your
chips.
