You mean you can run it at 12MHz without upgrading the cache chips, or have
you already done that. When I tried the same thing with just upgrading the
CPU, I couldn't get it to run over the standard 7MHz.

This indicates the TWGS is running at fast speed (TWGS speed). When it's off
it will be running at the slower 1MHz speed to maintain hardware
compatability. A GS without a TWGS running at ~2.6MHz also does this during
I/O.

No thanks, got one also and will never be able to use it. I got a 50MHz
crystal from Mouser Electronics, but this will only give you a tiny increase
over 12MHz. I guess you need a 56K XTAL, and I have yet to find one myself.
Another possibility is to modify the circuit so that you can use a 28MHz
XTAL and divide by 2 instead of 4. I don't have the details of how to do
that, but I've heard of it being done.
