You can check the card easily enough. The SRAM are the 4 chips directly over the
slot. They should likely have a -X number on them. Handy to know if the chips are
narrow or wide too.

Just to the right of the ribbon cable are two chips. The right one should be either  a
74F00 or preferably a 74HC00

If you're topping out at 10mhz I'd tend to guess that your SRAM is too slow
