My own setup at home is similar to yours -- I use an SE/30 as a
LocalTalk to Ethernet bridge to connect to a Windows 2000 server.

I have zero problems logging in to W2K from an SE/30 with a similar
system spec. I suspect that your problem is that the Guest account is
disabled by default under W2K -- re-enable it in the Computer
Management MMC (or Active Directory Users and Computers if you are
acting as a Domain Controller). Apologies in advance if you've already
tried this...

I have never managed to get the W2K server to appear in the IIgs
AppleShare control panel, although the SE/30 is always accessible. It
just ain't visible. I have a few thoughts on this, so I'll spend a few
nights in with a copy of _Inside AppleTalk_ and a packet sniffer.
