Well, it's not as much DOS (which is indeed part PET-based) but the
slowness was more due to
the 'serialness' of the disk drives. But the biggest drawback was the
PET-based BASIC 2.0, which
was primitive by C64 times (hey, even the PETs w/4.0 had outgrown it by
then). 

AFAIK this was due to Commodore having licensed Microsoft BASIC, and got
Bill G. to license that indefinitely.
So, no changes because Jack Tramiel wouldn't have to pay up again for a
new license.
