The ZipGS CDev will do that. I prefer ZipGS.Sys16 that came with the 
ZipGS but they basically do the same thing.
You can change your speed to a percentage of full speed in 6 or 7% increments.
Set slot speed and a few other options such as AppleTalk delay.
