It involves pressing the 'Esc' key during a warm or cold-boot.
So the key press sequence is Apple-Control-Esc-Reset, or you
simply hold down Esc when switching on the machine.
If you've done this correctly, the word "NORMAL" will appear
on screen and it will be in 1.024 MHz operation. To return back
to 4 MHz, either warm-boot (Apple-Control-Reset) or cycle the
power again.

Generally, yes, although you can boot a 3.5 disk containing Pascal
or a modified version of DOS 3.3 (e.g. UniDOS, which makes use of
the disk as two 400K partitions).

The IIc Plus boot sequence is to scan the internal 3.5 first, then
any external drives attached (be they 3.5, 5.25 or Smartport device).
So yes, if you have a 5.25 drive connected it will boot from it *if*
you make sure to remove any disk in the internal 3.5 drive.
