In the eighties, I had a program called DISK ORGANIZER that
could, among other things, create 0-byte Text files for titling
purposes. It could also reorder a catalog, so it was easy to
put those files at the beginning.

Perhaps someone knows where to find DISK ORGANIZER on Asimov.

I don't remember if it could change a file type to S, but if
it cannot, you can always use a disk zapper and change the
catalog on track 17 yourself. Examination of a few catalogs
will show you where the filetype byte is and what number
corresponds to S.
