This is impossible. The chargen ROM is not connected to the data bus so
cannot be read by a program. You need to pull it out and plug it into
another socket that expects the same size ROM (2716 on rev 7 or later ][+,
2732 on NTSC //e and //c, 2764 on PAL //c and //e (and International NTSC
Platinum //e)). Similar problem for the //e & //c keyboard ROM.

Yes, if you have a Blue Disk controller card or a Superdrive and controller
or a SCSI card and Floptical drive.
