The video circuitry itself is the same, conversion to 50Hz timing is
made by opening and closing a few solder jumpers. This is described in
the Apple II reference manual.

An Apple II Europlus generates NTSC video with 50Hz Timing. For PAL
you'll have to add a

True. A TV as a monitor (use the camcorder input at the front) works
fine.

European IIGS and IIc models generate PAL as well.

As mentioned above, it is NTSC with 50Hz timing. Some of the newer TV
sets accept this signal (when a 3.58MHz color burst is present, NTSC is
assumed, with 4.43MHz PAL)
