Capital Computer "Talk Card"? / anonymous 80 char card?



What is this beast? It contains basically a2 inch speaker, a green
led, very little glue logic (2x 74LS with the rest of the number wiped
away) and a couple of resistors and capacitors. The Front says "TALK
CARD" and has little outline picture of a parrot looking at an Apple.
The back has the writing "CAPITAL COMPUTER" embedded in one of the
copper traces. Also it has tiny inscriptions "TC-1002" and "12-83" (at
least the latter is pretty clear...)

I also found a II+ 80 characters card that wasn't labeled, except the
firmware had a sticker saying "ROM 4" in large letters. It's
6845-based and it activates itself on PR#3. It has German (Apple ��)
and English charsets it seems. However it deactivates itself only on
RESET, not on PR#0, as far as I can see. It doesn't clear the screen
on HOME either, just homes the cursor, strangely enough to the second
line rather than to the first. Also I couldn't find out how to
purposefully enable the English character set, though playing around
with the registers activated it once by chance. There is no copyright
message in the ROM. Could you identify this one and/or give me a hint
at what it might be compatible to?
