3dfx and USB PCI Card Conflicts?

Beige G3 Desktop 266
Mac OS 9.1
Belkin 2-port USB PCI Card (F5U005)
3dfx Voodoo 5500 PCI Card

I bought a Belkin USB 2-port PCI card. I installed the card and had
intermittent freezes on startup. I spent 3 hours believing there to be
system conflicts but these were too intermittent to prove. I had the
card replaced for another new one, however, on installing the new card
and starting up for the first time, the problem was there again. 

I finally tracked down the problem to be some kind of conflict with my
3dfx Voodoo 5500 PCI card. When the USB card is taken out, the Mac
starts up fine. When it is put back in, it freezes on start-up. So in
essence, both work fine, but not when they are in the Mac at the same
time. This is true even with extensions disabled.

Belkin suggest it may be a card conflict or power management issue with
the PCI Bus - I do recall that when I first had the thing "working" (I
use the term loosely) the Mac did boot but now it always freezes on
startup before ANY extensions load.

Does anyone know of this problem or own a 3dfx Voodoo 5500 PCI card and
another USB PCI card that does not conflict in this way so I may
purchase another USB card?
