If it spins the drive, my first suspicion would be a drive malfunction.  
It might just be dirty, it might be misaligned or the problem might be 
something more serious.  Infortunately it's been so long since I've 
opened up a 5.25 inch drive (probably more than a decade) that I can't 
really be of much help there.
