If you have a ROM 0 or 1 IIgs, you must put it in slot 3 (unless you have modified your motherboard to supply the necessary signal to another slot). For a ROM 3 IIgs, it can go in any of slots 1 to 6, but not 7. I'm not aware of any restrictions in the IIe.
