Assuming everything is hooked up right, let me ask if the first prompt
you get is something like "*" (instead of ">" or "]")? If so, and
given the very low serial number, I am presuming the system doesn't
have an Autostart ROM. Most tutorials and references will probably
assume you have this Autostart feature.

If you are getting "*" and the drive is installed in slot 6 per
"usual", try typing "6", then "Control-P" (hold down the Control key
and type "P", then release both), then hit the "Return" key. If the
drive light comes on, then you should be able to insert a disk and
boot.

An Autostart ROM will make life easier unless you prefer machine
language. But the Old Monitor ROM wil still work with a little manual
coaxing. :)

Also, the old ROM indicates you may have a totally original and
unadulterated Apple II. I'm a little jealous, having sold mine a
couple of decades ago.
