With the right software, yes. I only know of two programs which
support spooling playback: Longplay and Oversampler. Using these,
playback of audio is not limited by available memory--the duration of
playback is limited only by the size of the media it's stored on
(streaming of several hundred megabyte 8-bit WAVs off an ISO-9660
CD could be played for example).
Neither program supports true stereo playback though. You can
download them from the Ground FTP site, look in this location:

There's no such thing as on-the-fly spooling to disk for recording
sound on the IIgs however. The Econ SoundMeister Pro was to
have this feature, but it was never completed. So for recording
your always limited by available memory (usually about ~7 MB).
