The project I saw a proposal for when I was at Apple wasn't called the
"Apple IIp" but it was definitely a portable Apple II. I don't
remember all the details, but it was proposed to have an internal 3.5"
drive, IIRC 512K of RAM, and ProDOS 8 and AppleWorks in ROM. Basically
it would have been a great portable light business or education
machine.

It never made it past the specification stage.
