Perhaps the modem isn't raising the DTS and/or CTS modem signals, as
it should? Some software expects these signals to be present and
assume the modem isn't working properly if they're not there. Other
software don't require these signals and run fine without them. Your
UART merely indicates whether they're present or not -- its up to the
software to take action on, or to ignore, their absence.
Or perhaps the modem raises these signals but your modem cable
doesn't connect to them? The simplest 3-wire modem cable won't
connect to them, for instance, since it only connects to ground,
transmit and receive.
A volt meter plus a description of the RS-232 connector should help
you straighten this out.
