They could both have the same number and types of chips on them but
the two cards might give your IIgs a different amount of memory. This
is because there are jumpers on the card to tell the IIgs how much
memory is installed on the card. If both cards have 1MB of RAM
installed on them but one has the jumpers set to tell the IIgs that
there is only 256KB on it and the other has the jumpers set to tell
the IIgs there is 1MB on it, then when you use the first card, your
ROM 1 IIgs will only try to access a total of 512KB and when you use
the second card, your ROM 1 IIgs will try to access 1.25MB.
The easiest way to find out how much RAM is available to your IIgs is
to go to the text Control Panel (press Control-Open Apple-ESC and
select the Control Panel) and go to the RAM Disk option. Take the
Largest Selectable number on that screen and add 128KB to it and that
is how much memory your IIgs has.
